Wal-Mart () plans to enter the consumer-banking world with around 1, 000 Wal-Mart MoneyCenters in stores across the US by the end of 2008. The chain will also sell prepaid Visa debit cards. This will provide lower-income shoppers, who may not have access to conventional banking, a way to participate in cashless transactions.

In March, Wal-Mart was forced to withdraw a bank license application because of opposition led by banks and unions. The group's argument to federal regulators focused on the idea of a Wal-Mart bank concentrating too much economic power.
Walmart has now backpedaled and its MoneyCenters and MoneyCard will not require a banking charter. These institutions will operate under a partnership agreement with GE Money Bank and the GreenDot network, a financial services company based in LA.
Experts estimate up to 40 million American households do not have bank accounts and consequently pay excessive fees for financial services. Jane Thompson, president of Wal-Mart Financial Services, estimates the average Walmart family will save about $450 a year in fees they would traditionally pay to other check cashing services.
The MoneyCard, which is branded with the Visa logo, can be loaded in Wal-Mart stores by depositing cash, or by depositing a paycheck or government check. It can also be reloaded at any GreenDot network location. The card can be used as a traditional debit card, to pay for gas at the pump or to pay bills online, or to receive cash without paying a fee at the checkout counter. The cost is a one-time $8. 95, but there will be no additional fees, such as overdraft fees, since the credit line is the amount of the customer's deposit. There is no credit check required to get the card.
